An interesting phone call between Nemesio Rubén Oseguera Cervantes "El Mencho" the Mexican drug lord and leader of the Jalisco New Generation Cartel (CJNG) and a Mexican police commander shows exactly how much power the various criminal organizations wield, an just as important, how little control the Mexican government has within its own territorial boundaries.
The phone call was recorded in 2016, but El Mencho remains a free man. The Mexican government has placed a $30 million bounty on his head, but the officials tasked with bringing him in are likely on his payroll. The US State Department has also offered a $10 million reward for information leading to the capture of El Mencho.
